President Kern called the meeting to order at 7 p.m., welcomed guests and briefly reviewed
the procedure for resident input.
1. Resident input - Dik van Iten, chair of the Deer Management Committee
presented an interim report to the Board. He reported that the committee is anxious to
have good communication with the Board and the Community. They have had their first
meeting and are working on a mission statement; they plan to do retrospective repair to
community relations and will try to deal with the project in the larger context of the
relationship between nature and neighbors. They will collect a database of methods to
control the deer damage, which they hope will be helpful to the village and the larger
community. DOT will collect insurance and accident information by June to help us
quantitate the risk of accidents. The committee will also try to define what it means to
live in a rural village.
VP Gaudet asked about the hemorrhagic disease, which may be reducing deer numbers. Van
Iten was not sure if we were seeing an effect. President Kern stated that if dead deer are
seen, the Sheriff's office will remove them. She thanked van Iten for his report.
2. Approval of minutes- the minutes of the 2/4/03 meeting were approved.
3. Treasurer's report (Appendix A) - Frank Chut reports that the budget
is on track. We were late paying the insurance premium of about $6000 so we came in under
that figure for 2002 and will be over budget for that figure this year.
He proposed the following motion, which was approved.
It is hereby moved that the Board confer authority to do all acts necessary to maintain
the FHA Vanguard Federal Money Market Funds to the President Nancy E. Kern, the Vice
President Gerard R. Gaudet and the Treasurer Frank J. Chut. This authority to manage the
said Vanguard Funds shall include but is not limited to making deposits, withdrawals,
signing checks and doing any and all other acts necessary for the use of these accounts in
the best interests of the FHA. Further, it is moved that the signature of anyone of the
above officers will be sufficient on any transaction with said accounts.

6. New Business - VP Gaudet reported he had a call about a real-estate
sign, which had disappeared from the state right a way in front of the Village. Residents
were reminded that this area is not under Board control and such signs are permitted by
the state.
7. Committee Reports
a. Community affairs- none
b. Gathering Place - Joyce Berg reported that the annual fire inspection
of the Gathering Place will be scheduled for March. She does not believe there will be any
problems found. She also discussed ways to clear storage items to free up the coat closet.
c. Grounds and facilities - Jay Olsen reports the state has cleared most
of the roadside debris from the ice storm. No more pick-ups are expected and areas in Bush
Creek not turned over to the state have not been cleared. President Kern discussed this
with RB Fitch. It is not clear if Fitch employees will remove it.
d. Jim Granger inquired if the volunteers in the Historic District had any more work
parties planned. As John Custer was away the Board could not answer his question. He will
contact Custer on his return.
e. Gathering Place Office - VP Gaudet reports that Bert Crouchley and the
volunteers have the office under control
f. County Liaison - Al Lebeau presented his report, which is attached. (Appendix B). He reported the
county is looking at new voting machines and these will be on display in the Agriculture
Building on April 16.
He reports that annexation continues to be a big issue. The Lost Corners community is
working with Chatham County to avoid annexation by Cary and Bynum is planning a limited
incorporation.
He states there is a consideration to build a 30-acre shopping center opposite Powell
Place. Fearrington House has been listed by a Travel And Leisure Magazine poll as one of
the 500 best hotels/Inns in the world.
g. Financial Officer Richard Bird reports that there are now 1032 lots in
Fearrington Village. Only 6 people have not paid their dues. This year 60% paid by bank
draft.
8. Resident input-
Lisa Stewart inquired for the Weathersfield service group about emergency planning. Nancy
Kern stated that Cynthia Jones is working on that issue with the block captains and hopes
to have a plan soon. In addition the Board is planning to purchase a loudspeaker system.
Lisa also stated her concern about traffic flow through the Swim and Croquet Kiosk. The
exit is one way, but many residents enter the lot through the backdoor occasionally
leading to accidents or near misses. President Kern reminded residents to follow the
directional signs and asked that a notice be placed in the newsletter.
Another resident asked if the Long Range Planning committee would make a public report.
President Kern said this is scheduled for the 5/22/03 Town Meeting.
Forrest Greenslade inquired about a 'quality of life committee' who had notices on the
bulletin board. President Kern stated this was not a FHA Committee.
Carol-Ann Greenslade asked about a water source for Windstone Park such as a water
fountain. The Board will discuss it.
9. Next meeting is 4/1/03 at 7 p.m.
